The indicator of racial/ethnic representation takes into account not only the percentage of a particular race/ethnicity enrolled in higher education, but also the percent of that race/ethnicity in the state’s population. This controls for demographic changes in the population. In other words, the representation indicator is a ratio of the percent of a particular race/ethnicity enrolled in higher education over the percent of that race/ethnicity in the population. A ratio equal to one would indicate equitable representation in higher education. A ratio greater than one indicates over representation and a ratio less than one indicates under representation in higher education. Some changes in representation between 1998 and 2000 may be due to changes in the way census data was reported.
